## What is the official dollar and how is it set?

The **official dollar** is the regulated exchange rate published by the **Banco de la Nación Argentina** as the retail reference, and by the **BCRA** as the wholesale rate (used in the MULC — Mercado Único y Libre de Cambios).

Unlike the blue or MEP, its price does not emerge freely from supply and demand: the BCRA intervenes by buying or selling reserves and can set the pace of depreciation (*crawling peg*). It applies to authorized imports, exports, diplomatic salaries and capital-controls-era operations.

When the official lags far behind blue, MEP and CCL, the **spread** widens and arbitrage incentives appear (export under-invoicing, import-and-resell, capital flight through whichever channel is open). A convergence of rates usually requires either a devaluation of the official rate or an appreciation of the parallel rates.

### What is the difference between retail and wholesale official?

Retail official is what Banco Nación quotes to the public. Wholesale (A3500 from BCRA) is what banks and large companies use in the MULC. Retail usually prints slightly above wholesale due to bank spread.

### Why is the official cheaper than the blue?

Because its price is administered by BCRA and access is capped (cepo, quotas, perception taxes on savings dollar). In a free market there would be no sustained spread; the spread is a symptom of restrictions.

### What taxes apply to buying official (savings) dollar?

Historically: PAIS tax and Income / Wealth Tax perceptions (30-65% depending on period). These schemes change with fiscal policy; the `card` or `savings` effective price equals official plus those taxes.
